Description: The Medicare Program Manager is responsible for designing and leading programs associated with Medicare strategic business objectives or issues. The Medicare Program Manager may manage specific aspects of one or more programs, or multiple aspects of a single program within the organization.

Essential Functions:

Conceptualizes, develops, and communicates program/project plans, methodologies and approaches. Develops program/project success metrics, continuously monitors progress, and takes corrective actions that ensure successful achievement of program/project goals.

Leads and manages complex work streams, multiple projects and associated project teams (that are crossfunctional and multidisciplinary) with significant program impact.

Anticipate and identify complex engagement issues, monitor the program and realistically measure the risk factors.

Acts as a Medicare Subject Matter Expert (SME) providing consulting support and thought partnership with other business leads or project managers and leaders as required.

Maintains cohesion, focus, and productivity among diverse local and national team members. Helps team members think creatively to overcome issues and determine solutions.

Effectively communicates project and program status to the Medicare LOB Team, Medicare Leadership Team and Senior Management on program/project status.

Effectively deploy, organize and manage resources, schedule and funding. Develops timetables, targets and checks progress against them.

Recognizes and works effectively in complex, political, and ambiguous situations. Uses organization and personal influence strategies to encourage desired behavior among those involved to reach goals of the project.

Meet with key players to test ideas, identify issues and gain commitment on recommendations. 5%

Develop and clearly communicate the contributing factors of business value for programs and KP.

Develop and analyze program interdependencies in order to effectively structure and manage complex programs and understand potential impacts.

Design strategically aligned approach by identifying operational and strategic implications throughout program work.

Create a clear, logical and realistic plan of activities which streamlines the program process.

Basic Qualifications:


Minimum seven (7) years of program management experience.


Master's degree in healthcare, business administration or a related field OR Bachelor's degree in healthcare, business administration or a related field with an additional two (2) years of directly related experience required.

License, Certification, Registration


Additional Requirements:

Ability to build and manage complex program plans and dashboards.

Excellent written and oral communications skills are required.

Strong facilitative leadership and business problem solving skills are required.

Ability to effectively interact with a diverse workforce and cross functional groups required.

Experience managing people.

Preferred Qualifications:

Three (3) years of management experience in a supervisory or lead role is preferred.

Medicare or government programs experience preferred.

Analytical and workflow development experience preferred.

Knowledge of health insurance regulatory and contractual requirements preferred.
