The New York Public library (NYPL) is seeking a manager for our Office of Government and Community Affairs. The office of Government and Community Affairs (GOVREL) is responsible for all NYPL interaction with government officials and agencies. The role of the Manager will be crucial to the work of the Government and Community Affairs Department.

It's primary functions are to:

  • Work with elected and governmental officials at the City, State and Federal levels to preserve and expand public funding of the Library and to influence legislation
  • Organize, implement and support all budget advocacy activities, including contacts with and outreach to elected officials and staff at all levels of government - City, State and Federal
  • Provide strategic and foundational support for community engagement initiatives across the Library
  • Track and monitor proposed legislation and provide legislative and policy analysis;
  • Liaise with government officials regarding the process and progress of Library capital projects
Principal Responsibilities:

Reporting to the Vice President for Government and Community Affairs, the Manager:

  • Will be responsible for managing government initiatives and partnerships, preparing and coordinating appearances at public hearings, managing government grant funding opportunities, legislative tracking and reporting, capital project tracking, and policy analysis.
  • Implementing opportunities in key government policy areas that impact the library and its constituencies and coordinates these opportunities internally across library departments.
  • Project manages government partnerships and initiatives
  • Coordinates public hearing appearances, including data compilation, drafting of testimony and documents, inter-departmental coordination and preparation of senior staff
  • Tracks shifts in City, State and Federal legislation assessing the impact on the Library and proposing appropriate strategies
  • Manages government capital and expense grants and explores new funding opportunities
  • Tracks capital projects and allocations
  • Performs government policy analysis and reports out to key stakeholders
  • Assists in the coordination of the Library’s annual budget advocacy campaign
  • Represents the Library at meetings and events
  • Performs miscellaneous job related duties as assigned

Minimum Qualifications:
  • Bachelor’s degree (B.A. or B.S.),
  • 3-5 years experience in relevant field
  • Demonstrated knowledge of government budget, legislative and agency processes
  • Demonstrated project management ability
  • Results oriented and possess the ability to multitask while meeting deadlines
  • Strong interpersonal skills
  • Excellent verbal and strong written communication skills (writting sample may be required).
  • Demonstrated judgement and problem-solving capabilities
  • Ability to work effectively with a diverse and decentralized staff
  • Ability to attend evening/weekend meetings and events
  • Valid driver's license
  • Strong computer and related technology skills, including Microsoft Office and Google Applications

Preferred Qualifications:
  • Masters Degree preferred
  • Understanding of nonprofit organizations and public libraries preferred
