Contract Specialist

Position Description:
  • Perform cradle to grave contracting administration
  • Develop, prepare and present terms and conditions in proposals related to the award of contracts
  • Responsible for all acquisition matters including formulation and implementation of contract policies and procedures
  • Duties may include acquisition planning, RFP/IFB preparation guidance, market research /analysis, and selection and administration of terms and conditions
  • Assist with negotiation, award functions and other ancillaries arising from the procurement process
  • Administer the terms and conditions of contracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination
  • Analyze proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production
  • Review efficiencies and evaluating methods of allocating cost through various types of overhead and general and administrative expense
  • Formulate policies and procedures for the acquisition of goods or services
  • Participate in procurement management reviews and contract clearance, or developing positions on claims and protests related to contracts
  • Delivers executive level management and oversight to the contracts and pricing staff as needed
Required Knowledge, Skills and Competencies:
  • Demonstrated experience within DoD acquisition policy and procedures relative to R&D contract support
  • Experience utilizing the Procurement Desktop-Defense (PD2) system (desired)
  • Skilled in administering subcontracting agreements
  • Experience negotiating and awarding contracts, contract modifications, and/or subcontracts
  • Excellent oral and verbal communication skills required
  • Knowledgeable with Microsoft Office tools (Outlook, Excel, Word, and PowerPoint) required
Education/Training Required:
  • Bachelor’s degree (preferred)
  • Must possess a minimum of 1-3 years of specialized experience within federal contracting
