Opportunity

Seeking a Proposal Manager to support Parsons Federal business operations from Huntsville, Alabama. The Proposal Manager will work closely with the Proposal Team and Technical Writers, as well as other technical experts to leverage existing proposal standards, processes, and best practices to facilitate, coordinate, and produce high-quality compliant, winning proposals. The Proposal Manager must be confident in his/her abilities and possess a track record of successful proposal management, proposal coordination, technical writing, and graphics development, as well as working with teams under varying time constraints. The Proposal Manager should be comfortable working independently and as part of a team. Domestic travel required (up to 50%).

Job Duties

Prepare compliant and compelling proposals following the Shipley Method;

Coach staff on matters related to producing winning proposals;

Leverage and further enhance existing proposal processes;

Collaborate with Proposal Operations and Proposal Writers to assign

responsibilities to proposal team members;

Oversee development of proposal volumes (i.e. technical and pricing);

Facilitate the identification and incorporation of win themes;

Support research and development of price to win strategies;

Coordinate internal and external resources, including subcontractors, as needed to meet proposal timelines;

Write proposal content where required;

Generate high quality proposal graphics and delegate to others who can contribute to those designs (i.e. in PowerPoint, Visio, etc.);

Support preparation and execution of oral presentations with visual aids;

Work closely with functional departments, sub-contractors, and potential partners to assure a compliant and compelling approach to proposals;

Support development and maintenance of repository for historic proposals and reusable proposal, past performance and related content.

Skills and Qualifications:

4-year degree in English, Journalism, Business, or another related field (or equivalent)

At least 10 years of diversified experience, primarily within the proposal realm of a large, multinational company is required

Minimum 6 years of experience in proposal management and coordination;

Meticulous attention to detail

Training and practical experience following S processes

Experience in business consulting and/or professional services

SharePoint knowledge is a strong plus

Genuine interest in, and knowledge of, Federal proposals

Excellent written, communication, and interpersonal skills required

Demonstrated graphics design development and ability to work with graphic designers

Strong working knowledge of MS Office Suite (Word, Excel, PowerPoint, Project)

Excellent planning, time management, and organizational skills

Ability to manage numerous deadlines with conflicting priorities.

Track record of preparing winning proposals,

Ability to work efficiently and effectively under tight deadlines;

Understanding of the federal Government Request for Proposal (RFP) process

Considerable experience in the Federal marketplace
