Senior Program Analyst

This position is located in the Office of Business Process Integration (OBPI), Veterans Benefits Administration (VBA) as a Senior Program Analyst in the Architecture, Planning & Portfolio Management (APP) Division. The incumbent is responsible for coordinating business initiatives across VBA, while working collaboratively to modernize, automate and design VA systems and processes including Veterans Benefits Management System (VBMS), Veterans Relationship Management (VRM), Centralized Mail and other key VA claims processing enablers. The incumbent serves as a Senior Program Analyst, consultant, and advisor for the office, which serves as the coordinating body and focal point for Business and Information Technology (IT) integration activities. The incumbent also contributes to a staff, which provides oversight and management to balance and coordinate the investment in OBPI in concert with the VA Office of Information Technology (OIT).

The incumbent is responsible for:

* Serving as a Team Lead, providing project oversight, encouragement, guidance, and direction to junior staff members.

* Serving as a Workload Manager, performing portfolio, program, and project management/analysis tasks, and keeps assigned activities on track at all phases.

* Serving as a Business Liaison, coordinating VBA business lines' and staff/program offices' efforts to establish Strategic, Tactical, and Operational plans to develop systems to support business processes to improve service to Veterans.

* Coordinating business IT initiatives across VBA in concert with the Office of Information and Technology (OI&T).

* Assisting in the provision of executive level oversight of the development and implementation of a comprehensive VBA strategic business systems vision.

* Coordinating VBA business lines' and staff offices' efforts to develop short and long term plans to develop systems to support business processes to improve service to Veterans.

* Conducting or participating in the conduct of comprehensive program studies related to VA benefits and services; and making recommendations for program changes based on study results.

* Providing advice and assistance relative to the input for the design of the modernized business process or automated information systems; implementation of which will enhance management and delivery of VBA's claims and benefit services provided to Veterans, their dependents and their survivors.

* Leading the coordination, development, and distribution of strategic and tactical communications including but not limited to: coordinating responses to Congressional and intergovernmental data calls and inquiries, developing executive level briefings and reports, overseeing daily communications operations, and supporting proactive communications planning and execution activities.

* Ensuring VBA business line business system concepts are consistent with existing and evolving business practices and procurement and financial management policies.

* Developing and defending strategic plans, acquisition/investment strategies and policy for business systems development efforts.

* Integrating the work of a project team that spans multiple organizations and locations.

* Ensuring delivery of quality business applications that fulfill the needs of the VBA lines of business.

* Eliciting, developing and gaining concurrence for requirements, business process diagrams, user stories, specifications, design, testing and training documentation to implement more efficient and effective approaches to providing improved services to Veterans.

* Reviewing, revising, and developing policies and procedures for the utilization of business applications and systems within the VBA offices nationwide.

* The incumbent will be required to travel at least once a quarter.

Work Schedule: Standard 5 day, 8 hour, full time (40 hours a week) schedule; actual times to be determined.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The grade progression for this position is GS-13/14.

* To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2017.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13 level; for a GS-13 position you must have served 52 weeks at the GS-12 level. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience, which has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

The Qualification Standards Operating Manual, Group Coverage Qualifications Standard for Administrative and Management Positions, dated August 1995, requires the following experience or education:

GS-13 level: 52 weeks of specialized experience equivalent to the GS-12 level; education cannot be used to qualify at this grade level. Examples of specialized experience would typically knowledge of qualitative and quantitative methods including performing a variety of analytical, planning, evaluative, and advisory work in order to analyze, evaluate, and measure the effectiveness and efficiency of the organization; and making recommendations.

GS-14 level: 52 weeks of specialized experience equivalent to the GS-13 level; education cannot be used to qualify at this grade level. Examples of specialized experience would typically include expert knowledge of wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness or the improvement of complex management processes and systems. Examples of qualifying experience include: experience in reviewing policies and procedures to determine the impact of field operations or conducting evaluative studies of field offices to determine field strengths, weaknesses and best practices, making recommendations for improvement, and demonstrated communication skills to prepare, present and articulate findings to management.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
